Disadvantaged Business Enterprise Program


The City of Cleveland Department of Port Control’s Disadvantaged Business Enterprise (DBE) Program is designed to ensure a level playing field from which DBEs can successfully compete for Federal Aviation Administration-assisted contracts. The program will help DBE firms participate in the enhancement of Cleveland Hopkins International and Cleveland Burke Lakefront Airports, as well as assist firms that are not DBEs in meeting DBE participation goals.  The program is also designed to provide those firms who are eligible DBEs in becoming certified DBEs with the City of Cleveland pursuant to federal requirements under 49 CFR Part 26.

The City of Cleveland encourages DBE partnering opportunities with any and all consultants, contractors, utility providers and regulatory agencies.

 

 

HOW DOES A FIRM BECOME A CERTIFIED DBE?

 

A firm can be considered for certification as a DBE if the firm falls under the following classifications:

    • MUST make less than $20,410,000 average gross receipts over the last 3 years;
    • Individual Owner’s personal net worth MUST NOT EXCEED $750,000;

Socially Disadvantaged (owners MUST be citizens of the United States who are included in one or more of the following groups):

    • Black Americans;
    • Hispanic Americans;
    • Asian-Pacific Americans;
    • Subcontinent Asian Americans
    • Women;
    • Any other group classified as disadvantaged by the SBA in the future.


SHOULD I APPLY?

 

Is your firm at least 51% owned and controlled by an individual who is both socially and economically disadvantaged?

 

Is the disadvantaged owner a U.S. citizen or is a lawfully admitted permanent resident of the United States?

 

Is your firm an independent business whose viability is not dependent on another firm(s) for its survival?

 

Is your firm an organized for-profit small business, as defined by the Small Business Administration (SBA)?

 

If you answered “YES”  to all the above questions, You may be eligible to participate in the DBE Program.

 

 

DBE COMPLIANCE MONITORING:

 

The objective of DBE compliance monitoring is to ensure that scheduled work is actually being performed, managed and controlled by the DBE company contracted to do the work.  The monitoring effort assesses the participation level of the DBEs and assures the spirit and intent of the program is fully complied with for the life of the contract.

 

The DBE Program ensures all program participants compliance with federal requirements pursuant to 49 CFR Part 26.

 

The DBE Program provides the following services:

  • Conducts audits to determine actual DBE participation level for each project;
  • Conducts on-site readiness and compliance visits;
  • Reviews prime contractor’s billings and payments to subcontractors and suppliers for payment;
  • Reviews change orders for their effect on DBE contract values;
  • Attends weekly progress meetings.

 

DBE TRAINING SESSIONS:

 

DBE orientation workshops will be scheduled on a bi-annual basis.  The workshops are designed to provide DPC project managers, staff, and contractors with the necessary information concerning policies, procedures, record keeping, monitoring and reporting involved in the DBE Program.  No fee is required.

Proposed Federal Fiscal Year (FFY 2007)

Disadvantaged Business Enterprise (DBE) Goal

In accordance with Section 49 CFR Part 26 of the Code of Federal Regulations, the Department of Port Control is announcing the proposed FFY 2007 DBE goal.  The proposed goal is tentatively set at 16.9% DBE participation.  The goal applies to all Cleveland Hopkins International Airport and Burke Lakefront Airport construction and Residential Sound Insulation projects for the FFY 2006 (August 1, 2006 – September 30, 2007).

Public review is available during normal business hours until May 31, 2007, at Cleveland Hopkins International Airport, 2nd Floor Administrative Offices. Written comments will be accepted up to that date. To review the proposed goal or send comments, please contact:
